Moscow University of Finance and Law MFUA, Moscow University of Humanity and Technology – Moscow Institute of Architecture and Construction MGTU – MASI and International Social Movement "League of Culture" invites you to take part in the International Competition of Scientific Essays on Roerich Pact – 2026 on the topic:

«Constitutional Obligations of the State and Citizens for the Preservation of Historical and Cultural Heritage, Historical and Cultural Monuments, and Ways of Russia's and other Countries Accession to the International Treaty "On the Protection of Artistic and Scientific Institutions and Historical Monuments" – the Roerich Pact (1935)» 

The International Treaty «On the Protection of Artistic and Scientific Institutions and Historical Monuments» – Roerich Pact (1935), continues to be a unique and modern document for the protection of the treasures of civilization. It is completely devoted to the protection of cultural property, unlike for example the Hague Convention on the Protection of Cultural Property in the Event of Armed Conflict (1954), which contains a reservation about military necessity.

The contest is held within the framework of the World Culture Day Program on April 15, 2026 and is associated with the 91st anniversary of the signing of the International Treaty for the Protection of Cultural Values - the Roerich Pact (1935), the adoption of which was marked by the real affirmation of the idea of cultural cooperation of all people of the world under the Banner of Peace.

Purposes of the INTERNATIONAL COMPETITION OF SCIENTIFIC ESSAYS ON ROERICH PACT – 2026:·        

  • Obtaining the skills to write a research paper as a step in preparing to write a research article and thesis;

  •  In-depth study of the Constitutional obligations of the State and citizens for the preservation of historical and cultural heritage;

  • ·Analysis of legislation and law enforcement practice in the field of protection of historical and cultural heritage, historical and cultural monuments;

  • Promotion, finding ways for countries to join the International Treaty "On the Protection of Artistic and Scientific Institutions and Historical Monuments" – the Roerich Pact (1935)."

The competition accepts an author's works made in accordance with the FORM (with an anti-plagiarism report of at least 65%), in Word (word), Times New Roman font, up to 10 pages, with 1.5 spacing, 12-point font, in Russian or English, with width alignment, with an introduction, main text, conclusions, references to sources of information, and a list of references. The author's information includes the last name, first name, patronymic, position, place of study or work, organization, email address, and phone number.

The participants of the competition need to send their scientific essay in attached FORM accompanied with an anti-plagiarism report on by April 10, 2026, to the email address: bikalova@gmail.ru; 29278378@s.mfua.ru with the subject of the message «INTERNATIONAL SCIENTIFIC ESSAY CONTEST ON ROERICH PACT – 2026».

For each of the nominations, the jury awards three prizes (winner of I, II, III degrees).

The selected scientific essays will be posted on the information pages of the MFUA, the International Association «Peace through Culture», the Public Movement for the Approval of the World League of Culture.

The thematic exhibition «THROUGH ART YOU HAVE LIGHT» prepared by the Public Movement for the approval of the World League of Culture will be held. 

FOR SCHOOLCHILDREN AND APPLICANTS there will be MASTER CLASSES on the following topics: «LAW, YOU ARE SPACE! », «ROERICH PACT AND SPACE LAW», and «THE BANNER OF PEACE IN SPACE» to acquire scientific skills and knowledge about laws in the field of cultural protection and space law. 

ON APRIL 15, 2026, Moscow University of Finance and Law (MFUA), Moscow University of Humanity and Technology – Moscow Institute of Architecture and Construction (MGTU – MASI) will celebrate the WORLD DAY OF CULTURE. 

The MFUA Museum will host a ROUND TABLE on the «LEGAL MECHANISMS FOR PROTECTING AND POPULARIZING CULTURAL HERITAGE IN THE CONTEXT OF GLOBALIZATION», where the winners of the INTERNATIONAL SCIENTIFIC ESSAYS CONTEST ON ROERICH PACT – 2026 will be awarded.
